Británicos pasan Resolución en apoyo a la Democracia en Cuba.
MIAMI, 23 de octubre de 2003 – El Parlamento del Reino Unido ha aprobado
una moción de apoyo a los presos políticos cubanos y la causa de la
democracia en Cuba y de censura al Régimen Castrista. Setenta y cinco
miembros del Parlamento Británico respaldaron la presentación de la
moción. Esta es la más reciente iniciativa de países de la Unión Europea
en defensa de los derechos humanos de los cubanos, reflejando así la
nueva política europea a raíz de la ola represiva del 18 de marzo de
este año.
El “Early Motion” menciona específicamente los casos de los presos
cubanos de conciencia Juan Carlos González Leiva, Jorge Luis García
Pérez “Antúnez” y Oscar Elías Biscet. La resolución insta al gobierno
cubano a darle atención médica a todos los presos políticos, a no negar
esta atención como medio de castigo, y a permitirle a la Cruz Roja
acceso pleno a las prisiones cubanas. La moción también le exige al
gobierno cubano que permita protestas pacíficas sobre temas de derechos
humanos y democracia y que libere a aquellos detenidos por llevarlas a
cabo. Asimismo, insiste en que no se le aplique presión a los familiares
de los detenidos. La resolución concluye con un llamado al gobierno
inglés para que le de prioridad a estos temas en sus relaciones
bilaterales con el gobierno de Cuba.
La resolución fue presentada gracias al respaldo informativo dado por la
institución Chrisitian Solidarity Worldwide, que le pasó esta

That this House notes that the Cuban Government continues to hold
several hundred political prisoners, whose offences include
pro-democracy activism and speaking out against Government policies on
issues such as abortion and treatment of the blind; further notes that
among the most prominent cases are human rights activists Dr Oscar
Biscet, Juan Carlos Gonzalez Leiva and Jorge Garcia Perez, all three of
whom were arrested after peaceful protests; expresses strong concern
that all three of these prisoners have, at various times, been denied
medical treatment, resulting in severe ill-health; expresses further
strong concern that Mr Gonzalez Leiva was badly beaten by security
agents during his arrest, and that Mr Garcia Perez has been given
repeated severe beatings whilst in prison; is also concerned that the
families of each prisoner have reported harassment and threats from the
authorities; notes also that in mid-March the Cuban Government
orchestrated a massive round-up of human rights and pro-democracy
activists, arresting over 75 dissidents; calls upon the Cuban Government
to allow full medical treatment to all prisoners, to desist from
withholding medical treatment as punishment, and to allow the Red Cross
access to its prisons; further calls upon the Cuban Government to allow
peaceful protest on human rights and pro-democracy issues, to release
all those held for such activities, and to cease from applying pressure
on them or their families; and urges Her Majesty's Government to place
these issues at the core of bilateral talks with Cuba.
